A prestação de serviços de streaming de vídeo pela Internet enfrenta alguns desafios. Dois deles são a heterogeneidade da capacidade das redes e a variabilidade da taxa de dados de vídeo. A capacidade dos segmentos de rede é limitada. Enquanto isso, a taxa de dados de vídeo a serem transmitidos é altamente variável para obter imagens de qualidade quase constante. Portanto, para enviar dados de vídeo com taxa de bits variável (VBR) através de uma rede com capacidade limitada, sua taxa de bits deve ser ajustada. O sistema suaviza a taxa de transmissão de dados de vídeo e, ao mesmo tempo, também realiza a transcodificação em alguns quadros de vídeo quando necessário, a fim de manter a taxa de bits de transmissão abaixo de um determinado valor limite. Dois tipos de métodos TaS são propostos. Um método não possui preferência de transcodificação, enquanto o outro método utiliza preferência de tipo de quadro onde um quadro intra-codificado é o último que será transcodificado. Esses métodos são implementados em nosso servidor de vídeo onde os dados de vídeo VBR são acessados por um cliente. Os resultados do nosso experimento mostram que o primeiro método TaS produz uma redução significativa no número de quadros transcodificados em comparação com o segundo método TaS e a transcodificação convencional em nível de quadro. No entanto, o segundo método tem melhor desempenho na minimização da distorção de qualidade.

Therefore, to send variable bit rate (VBR) video data over capacity-constrained network, its bit rate should be adjusted. In this paper a system to adjust the transmission bit rate of VBR MPEG video data called Transcoding-after-Smoothing (TaS), which is a combination of bit rate transcoding and bit rate smoothing algorithm, is proposed. The system smoothes out transmission rate of video data while at the same time also performs transcoding on some video frames when necessary in order to keep the transmission bit rate below a certain threshold value. Two kinds of TaS methods are proposed. One method does not have transcoding preference, while the other method uses frame type preference where an intra-coded frame is the last one that will be transcoded. These methods are implemented in our video server where a VBR video data is accessed by a client. Our experiment results show that the first TaS method yields significant reduction in the number of transcoded frames compared with the second TaS method and conventional frame-level transcoding. However, the second method performs better in minimizing the quality distortion.
